The length of Keller's contract and financial details were not disclosed by Fulham.
The 37-year-old goalkeeper left Borussia Moenchengladbach last season after 2 1/2 years when the club was relegated to Germany's second division.
"Kasey is a proven professional with impeccable international credentials," Fulham manager Lawrie Sanchez said. "It's vital that we have cover in all areas throughout the squad, and I think he will be a valuable asset to us over the course of the season."
With Fulham's No 1 goalkeeper Antti Niemi injured, Keller could get his first Fulham start at Aston Villa on Saturday.
Tony Warner has played in Fulham's first three games this season after Niemi injured his hand in the warmup of the opening match. Fulham also has 20-year-old goalkeeper Ricardo Batista on its books.
Keller has played in the Premier League before - he was at Tottenham from 2001 until January 2005, when he moved to Moenchengladbach.
He also played at Rayo Vallecano in Spain from 1999 to 2001 as well as English clubs Millwall and Leicester.
In July, while playing at the Copa America, Keller said he would consider retiring if he did not find a club to his liking. He said Thursday it was an easy decision to move back to London.
"It's fantastic to be back in the Premiership after a couple of years' absence, and when the opportunity to join Fulham came up it was an exciting proposition that didn't take too much consideration," Keller said.
"I know that Fulham already has two quality goalkeepers, but I would like to think that I can add something to the squad in terms of its options, and I am really enthusiastic about this new challenge."
Keller is a veteran of four World Cups and has played 102 times for the United States. Defender Carlos Bocanegra, midfielder Clint Dempsey and injured captain Brian McBride are other Americans playing at Fulham.
